
City council approved the start of the competitive phase for a large urban innovation project to transform Lucca into a modern, smart and sustainable city with improved efficiencies and connectivity.
The municipal council of Lucca has approved resolution no. 154/2026
recognizing the public interest of a proposed public-private partnership
to implement the broad program of interventions necessary to meet this goal.
The administration will now allow the publication of the public notice
provided for by the Public Contracts Code, opening a competitive phase for the
presentation of any alternative proposals.
The project, presented by a grouping of economic operators, affects various strategic areas for the future of the city: energy efficiency of public buildings, modernization of the
public lighting, development of urban security and video surveillance systems, services
of smart mobility, digital infrastructures and technological platforms for integrated management
of urban data.
Among the qualifying elements of the proposal are also the creation
of a renewable energy community, the creation of a centralized control room for
monitoring of the city and the implementation of innovative services aimed at improving the
quality of life of citizens and the efficiency of public services.
«The aim of the administration – declares the mayor of Lucca, Mario Pardini – is to build
an increasingly intelligent, sustainable and safe city, capable of using new technologies
technologies to concretely improve services to citizens, reduce energy consumption and
enhance public assets. With this act we take a significant step towards
the construction of a Lucca of the future, in line with the programmatic guidelines of the mandate and with the objectives of the ecological and digital transition”.
The resolution approved by the council does not constitute approval of the project nor does it attribute no exclusive rights to the proposing parties. In fact, the legislation provides that, once
having recognized the public interest of the proposal, the administration initiates a procedure
open market comparison, in full compliance with the principles of transparency,
competition and equal treatment.
Given the complexity and articulation of the
planned interventions, the Municipality has set 120 days as the deadline for the presentation of
any competing proposals, starting from the next publication of a specific notice
public.
At the end of the comparative phase, the solutions presented under the
profile of design quality, innovation, economic-financial sustainability
and the ability to generate benefits for the community. The initiative fits perfectly
in the administration’s strategy aimed at promoting energy efficiency, the
environmental sustainability, urban safety and the digitalisation of public services,
helping to make Lucca an increasingly modern, resilient, and attractive city.
